Garbage/Recycling
1. Who is responsible for garbage and recycling in the township?
Waste Management. Garbage pickup is on Tuesday for the township with recycling every other week, beginning the week of January 8, 2012.
Should you need to contact Waste Management, call 1-800-866-4460 or see their website.
2. Where can I purchase a recycling bin?
Recycling bins can be purchased for $10.00 at the Administration Office in the Avalon Borough Building, 640 California Avenue in Avalon,
Monday thru Friday, 8 am to 4 pm.
3. How do I dispose of large items, appliances, and building supplies?
Waste Management now offers a new Home Pickup Program for Household Hazardous Waste beginning January 2012.

Home Ownership - Buying, Selling, Refinancing
1. What are the steps for selling/buying a house in Kilbuck?
It is the the seller's responsibility unless otherwise agreed upon with the buyer to:
1. Obtain a tax lien letter from Kilbuck Township. Lien letters are $25 and can be obtained from the Main Office at 640 California Avenue in Avalon.
The Main Office can access tax reciepts from 2007-2009, for 2010 tax information contact Central Tax Services, click here for contact information.
2. Schedule an occupancy and DYE test inspection. Occupancy and DYE test permits must be submitted. Fees are $50 per unit for the residential
occupancy permit and $100 for the commercial permit. A DYE test is not necessary for septic systems, condominiums or co-ops. DYE test
permits are $150 and can be obtained from the Main Office in Avalon. Make checks payable to Kilbuck Township.
3. If you are connected to a sewer system you must obtain a sewage lien letter from the appropriate company. There are different sewage companies
for Kilbuck, make sure you contact the company you pay your sewage bill to. If you are unsure or you are representing a party, call the Main
Main Office at 412-761-3945. The following process for sewage will expedite your lien letter:
- for Ohio Township Sanitary Authority, send request and check to Ohio Township, c/o Judy Swallow, 1719
Roosevelt Road, Pittsburgh, PA 15237. The fee is $20 if request is returned to you via USPS, or $30 if sent via fax.
Make checks payable to Ohio Township Sanitary Authority or OTSA. Call 412-364-4549 for more information.
- for Emsworth Borough Sanitary customers, contact Kathy Jones at Emsworth Borough, 171 Center Ave,
412-734-4714. Fee for Emsworth customers is $30 payable to Emsworth Borough.

1. What is the real estate millage?
The township millage is 6.5 and is due in May to Central Tax Services. Click here for contact information.
The county millage is 5.69 and is due in March to Allegheny County. Click here for contact information.
The school millage is 20.0 and is due in August to Central Tax Services. Click here for contact information.
3. What is the wage tax or earned income tax (EIT)?
The wage tax is 1%, contact your employer for payment procedures (see #4 below "What is Act 32").

4. What is Act 32? **** New for January 1, 2012 ****
Act 32 requires that employers must withhold local earned income taxes (EIT) on behalf of their employees and file returns with the
Tax Officer selected by the Tax Collection District (TCD) in which the employer is located.
